The rom is located at many websites, none of which should be posted here for reasons explained elsewhere. According to AG, there's only about 3 versions of the rom which will accept the patches.

I saw this too, also, it's ok to post translation sites. Just not ROMs.

Anyway, am I the only one that didn't care in the least about the japanese? I mean come on, it's AStar Fox, did they EVER say anything useful? ;)
