Inside Level 2 I think. It's been a while since I've played it.
I want to say it's on the east side of the dungeon.

It's in the second dungeon (the one on the island). After entering the dungeon, go as far as you can to your right (you'll have to go through about two rooms) and bomb the wall one your right to get to the room with the candle. A Chozo statue should be holding it.
