Maybe I'll get a response if I post this in the quest discussion thread

I'm looking for the power bracelet. I have completed levels 1 and 3, and been everywhere in the first three, but cant find it anywhere. It is needed to complete level 2.

I know this is an old quest, but I'm hoping someone knows where to find it
